Fulton County Opens Local Continuum of Care (CoC) Project Application Competition on July 24, 2023
Fulton County, Georgia announces that the U.S. Department of Housing and Urban Development (HUD) released the FY 2023 Notice of Funding Opportunity (NOFO) for the Continuum of Care Competition on July 6, 2023. The Continuum of Care (CoC) Program is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding efforts for eligible non-profit providers, local governments, and States to quickly rehouse homeless individuals, families, youth, and persons fleeing domestic violence, dating violence, sexual assault, and stalking while minimizing trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families, and to optimize self-sufficiency among those experiencing homelessness. Eligible agencies are welcome and encouraged to apply.
The Fulton County CoC anticipates officially opening the Local CoC Project Application Competition on July 24, 2023. This announcement will include the FY 2023 New and Renewal CoC Project Review, Rating, and Ranking Policies and Procedures along with the locally required supplemental applications. We ask for your assistance in sharing this exciting opportunity and inviting organizations in your community to participate. A mandatory applicant meeting will be held virtually on August 1, 2023, at 10 a.m. to 11:30 a.m., for any organization that anticipates applying during the competition. This mandatory applicant meeting will provide an overview of the FY 2023 NOFO, a review of the local competition process and timeline, and a Q&A session. As of the date of this communication, HUD has not published the “Estimated Annual Renewal Demand Amount Report”. This report informs each CoC of the funding amount available for the CoC region along with any new funds that will be made available to the CoC through this competition. HUD also has not released the project applications in the e-snaps grant management system. Information about the Annual Renewal Demand, CoC bonus and DV amounts available to the Fulton County CoC region, and availability to access the project applications in e-snaps will be sent through a separate communication and posted on the CoCs website as soon as it is available.

Fulton County’s Department of Community Development receives annual grants (Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG) and HOME Investment Partnership Grant (HOME) activities on a formula basis to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons in Fulton County, Georgia.
The grants exclude the communities of the City of Roswell, City of Sandy Springs, City of South Fulton and Johns Creek. Roswell, Sandy Springs and Johns Creek receive funds directly from HUD.
Funding is used to carry out a wide range of community development activities directed toward revitalizing neighborhoods, economic development, and providing improved community facilities and services.
Entitlement communities develop their own programs and funding priorities; however, grantees must give maximum feasible priority to activities which benefit low- and moderate-income persons.
Additionally, the County receives funding as the Collaborative Applicant for Fulton County’s Continuum of Care to support county-wide homeless initiatives.
